the legal age to purchase rolling papers (not tobacco cigars or wraps) but rolling papers is 18. they contain no tobacco and i have seen them used for smoking lavender personally which is not an illegal substance to roll. this law is respected at every business in spring lake and grand haven and i will support those businesses from now on and tell my friends to do the same. rules should be standard and not based on the owners beliefs. ~Lexis
